Konohagakure was founded by friendly rivals Madaraa Uchiha and Hashirama Senju, with the latter becoming the first Hokage in village history. Hashirama's dream of world peace was a guiding principle throughout Konoha's history, and his position of power comes from his renown as the "God of Shinobi," one of the strongest ninjas in the franchise.

Notably, Hashirama wanted Madara to be the first Hokage, but his brother Tobirama Senju insisted upon a democratic election that led to Hashirama's selection. Although he had many abilities at his disposal, Hashirama was most known for his Wood Release technique that allowed him to manipulate wood and plants. Hashirama would go on to name Tobirama as his successor before his death, and later would be temporarily resurrected by Sasuke Uchiha and Orochimaru.

Following Hashirama's death, his brother, Tobirama Senju, was inaugurated as the second Hokage in Konoha's history. Tobirama's time as Hokage was transformative, creating many institutions in the village like the Academy and the Anbu special forces squad, while also placing emphasis on village loyalty over clan loyalty.

The Uchiha clan resisted this shift in ideology, beginning the fateful divide between their clan and Konoha leadership. Almost as powerful as his brother, Tobirama was capable of using many ninja techniques, although he was most known for his Water Release mastery, as well as his invention of the Flying Thunder God Technique.

At the very beginning of the series, fans were first introduced to Hiruzen's grandson, Konohamaru Sarutobi , when he ran into the room and interrupted a conversation between Hiruzen and Naruto. He attempted to defeat his grandfather but dramatically failed within seconds. Hiruzen made no attempts to scold his rambunctious grandchild and consistently allowed him to act out, all while his poor teacher Ebisu had to pick up the pieces.

Danzo Shimura committed a long list of horrendous crimes, and despite being the Third Hokage, Hiruzen made minimal efforts to stop him. Hiruzen and Danzo have a long history and first became acquainted during their genin days. Since they met, Danzo has attempted to rival Hiruzen in everything. When Hiruzen was appointed as the Third Hokage by Tobirama Senju, Danzo was bitter over his failure to become the leader of the village and held resentment toward Hiruzen for taking the title.

But regardless, Hirzuen has consistently allowed Danzo to do whatever he wanted. Whether this was out of guilt for succeeding over him, or fear of causing internal conflict within the village, many Naruto fans have questioned why Hiruzen allowed Danzo to get away with so much.

Hiruzen and his son Asuma, aka the teacher of Team 10 , didn't see eye to eye on many things. When Asuma returned from a dangerous mission where he protected the Feudal Lord at the cost of many of his comrade's lives, Hizruen, who was at the Konoha gate when Asuma arrived home, said nothing and walked away. Hiruzen was known for having tremendous knowledge and ability in Ninjutsu, to the point that it is considered to be on an entirely different level than most ninja in battle and even Danzo considered him to be unrivaled in this field.

He had fully mastered every technique in Konoha's history and while not able to use them, was also knowledgeable on the hiden techniques. His knowledge was even great enough to instantly deduce the technique about to be used based on the hand seals. His mastery could silmutaneously use multiple techniques to enhance their effects and make them more versatile.

Hiruzen was considerably knowledgeable and adept in Fuinjutsu, as he was able to seal up Anko's Cursed Seal and was deemed capable of removing the Five Elements Seal. He is even skilled and knowledgeable enough to perform the extremely advanced Dead Demon Consuming Seal, which allows for one to seal a target away at the cost of their life, and he is even familiar enough to bypass this repercussion by sacrificing shadow clones instead. He is also an excellent sensor, able to sense chakra from vast distances.

Hiruzen was known for having shown outstanding talent in elemental ninjutsu, even greater so than Tobirama, and managed to fully refine his potential in said field of techniques, becoming highly proficient in the use of all five Nature Transformations.

Hiruzen particularly excelled in the use of Earth and Fire Release, as he is able to easily expel a large blast of flame, create a mud wall, and is even able to combine them, by creating a river of mud and then summoning a dragon head composed of mud and having it shoot balls of earth, which he caj ignite.

He also had enough skill and knowledge in the other elements to be able to quickly decide which element to use to produce a counterbalance nature, able to summon powerful streams strong enough to repel Tobi's elemental attack.

Hiruzen's personal summon was the Monkey King: Enma, a most powerful elderly monkey summon. Enma has immense strength easily incapacitate a reincarnated Hashirama and Tobirama Senju in brief hand-to-hand combat when they tried to keep him from transforming under the command of Orochimaru.
